Program Overview

The Secondary Level Program offered by the Open and Distance Learning Council (ODLC) is equivalent to Class 10 of formal schooling as recognized by national boards. This flexible, learner-centric model is designed to serve school dropouts, working individuals, and independent learners seeking to complete their foundational education in a recognized and structured format.

  • Eligibility: Learner must have attained a minimum age of 14 years
  • Mode of Delivery: Open, Distance & Online Learning (ODL)
  • Program Validity: Registration valid for 5 years
  • Medium of Instruction: Hindi / English / Regional Languages (as notified by ODLC)

Subject Selection Guidelines

  • A learner must opt for a minimum of 5 subjects, including at least one language
  • A maximum of 7 subjects may be selected
  • Subjects are divided into two groups: Group A (Languages) and Group B (Core & Electives)
  • Learners may apply for Transfer of Credit (TOC) for up to 2 subjects passed from recognized boards (subject to verification and equivalency norms)

Assessment and Certification

  • Theory and Practical Examinations: Subjects with practical components (e.g., Science, Home Science, Painting) include both theory and practical exams
  • Passing Criteria: Minimum 33% in each subject as per ODLC’s examination policy
  • Certification: Successful candidates shall be awarded the Secondary Level Certificate, recognized for further studies, employment, and equivalency as per COBSE norms

Additional Academic Provisions

  • Transfer of Credit (TOC): Up to two subjects from previously passed board examinations (recognized by COBSE/AIU & any Government recognized board) may be credited, subject to ODLC’s TOC policy
  • Study Materials: Provided in the selected medium through printed and/or digital formats
  • Support Services: Academic counseling, helpline, LMS access, and assignment guidance available for all enrolled learners
