Governance and Institutional Framework of ODLC
The Open and Distance Learning Council (ODLC) operates through a well-defined administrative and governance structure established under the provisions of the Societies Registration Act XXI of 1860 (Government of NCT of Delhi). Its administrative framework ensures transparency, accountability, and regulatory compliance in all academic and operational activities.
1. Governing Council (Executive Authority)
- The Governing Council is the apex decision-making body of ODLC and is empowered to take all policy decisions, approve strategic plans, and oversee institutional development in accordance with the Rules and Regulations of the Council.
Key Functions:
- Approval of annual budgets, academic policies, and strategic initiatives
- Oversight of affiliated institutions and study centers
- Final authority on recognition, collaboration, and institutional agreements
- Appointment of statutory committees and key officials
2. President (Head of the Institution)
The President serves as the statutory head and legal representative of ODLC. The President chairs the Governing Council, Academic Council, and all statutory committees.
Powers and Duties:
- Provide strategic vision and leadership
- Represent ODLC in all official and legal matters
- Authorize institutional policies, collaborations, and MoUs
- Ensure adherence to government norms and regulatory guidelines
3. Secretary (Chief Executive Officer)
The Secretary is the principal executive officer responsible for the day-to-day administration and execution of decisions made by the Governing and Academic Councils.
Duties Include:
- Coordination of academic and administrative departments
- Supervision of enrollments, examinations, and certifications
- Regulatory compliance and statutory reporting
- Communication with government bodies and stakeholders
4. Treasurer (Financial Controller)
The Treasurer manages the financial affairs of ODLC, including budgeting, auditing, and fund allocation in accordance with statutory norms.
Responsibilities:
- Preparation of financial statements and audit reports
- Oversight of accounts, disbursements, and institutional funding
- Ensuring financial compliance with the Societies Registration Act and other applicable laws
5. Director(s) and Department Heads
ODLC appoints Directors and Heads of Departments to oversee specific academic, administrative, and operational domains such as curriculum development, digital learning, examination control, research, and student services. Key Areas Managed:
- Digital Education and LMS Operations
- Vocational and Skill Education Units
- Student Grievance Redressal Mechanism
- Research, Innovation, and Quality Assurance Cells
6. Statutory Committees
ODLC constitutes the following committees to support its academic and administrative framework:
- Academic Council
- Finance Committee
- Examination Committee
- Grievance Redressal Committee
- Affiliation and Accreditation Committee
- Internal Quality Assurance Cell (IQAC)

ODLC is a registered society under the Government of NCT of Delhi and operates in compliance with applicable educational, financial, and institutional regulations.

The Open and Distance Learning Council (ODLC), an educational society duly registered under the Societies Registration Act, 1860 and holding 12A registration under the Income Tax Act, 1961, hereby invites applications for enrolment into its National Membership Network.
Since its establishment in 2013, ODLC has been engaged in the delivery of academic, vocational, and skill-based programs through open, distance, and blended learning modes, with the objective of advancing education, training, and employment-oriented initiatives across India.
By obtaining ODLC Membership, an applicant formally associates with a recognized academic–employment ecosystem that facilitates structured opportunities for learning, collaboration, professional engagement, and institutional partnership, in accordance with the governing Rules and Regulations of ODLC.

Legal Status of ODLC
The Open and Distance Learning Council (ODLC) is a not-for-profit educational society, duly registered under the Societies Registration Act, 1860 and holding 12A registration under the Income Tax Act, 1961. ODLC functions as an independent educational body engaged in the delivery of academic, vocational, and skill-based programs through open, distance, online, and blended learning models since 2013.
Nature of Membership
Membership is a voluntary association with ODLC, intended to facilitate opportunities in education, training, employment, institutional collaboration, and professional networking.
Membership does not confer employment rights, ownership rights, voting rights, or decision-making powers in the governance of ODLC.
ODLC reserves the sole right to accept, empanel, defer, or reject applications for membership without assigning reasons.
Fees and Financial Terms
Membership fees are administrative contributions and are non-refundable, non-transferable, and non-adjustable under any circumstances.
Payment of membership fees constitutes consent to this undertaking and acceptance of ODLC’s Rules and Regulations governing membership.
Rights & Benefits Disclaimer
Membership provides priority consideration and access to ODLC’s opportunities, platforms, and initiatives, but it shall not be construed as an assurance or guarantee of employment, empanelment, or institutional affiliation.
Benefits and opportunities for members shall be subject to availability, merit, and ODLC’s requirements from time to time.
Use of ODLC Name & Credentials
Members shall not misrepresent ODLC Membership as a form of government recognition, statutory authority, or regulatory approval.
Membership certificates, IDs, and digital badges issued by ODLC shall be used solely for identification as an ODLC Member within the scope permitted.

By applying for ODLC Membership and submitting the prescribed fee, the applicant hereby undertakes that:
The information furnished in the membership application is true, correct, and complete to the best of their knowledge. They shall abide by the Rules, Regulations, and Code of Conduct prescribed by ODLC. They acknowledge and accept that ODLC Membership is a voluntary educational association and not an employment contract or guarantee of institutional empanelment. They consent that ODLC may, at its discretion, publish, display, or use their membership status for purposes of recognition, networking, and collaboration within ODLC’s ecosystem.
