Introduction
The Open and Distance Learning Council (ODLC) mandates a Student Processing Fee for all learners applying for admission, registration, or academic onboarding.
This fee is charged solely for processing the application, conducting verification, and creating the student’s digital profile.
It is NOT tuition fee, enrolment fee, examination fee, or certification charge.
Purpose of the Processing Fee
The Student Processing Fee covers:
Identity verification
Document scrutiny and eligibility check
Creation of ODLC Student ID & portal login
Initial academic selection review
Administrative handling of the application
This process ensures transparency, accountability, and accuracy in student onboarding.
Processing Fee Structure
Indian Students
(Domestic Fee – INR)
Student Processing Fee (India) – ₹500 (Non-Refundable)
International Students
(Fee – USD)
Student Processing Fee (International) – USD 15 (Non-Refundable)
Terms & Conditions
Non-Refundability
The Student Processing Fee is strictly non-refundable and non-adjustable, under all circumstances, including:
Withdrawal or cancellation by the student
Rejection due to incomplete/incorrect documents
Failure to meet eligibility criteria
Duplicate or repeated applications
Independent of Academic Fees
This fee does not include tuition, exam fee, course fee, or certification fee.
If a student qualifies, additional programme-related fees shall apply separately.
Verification Requirements
After fee submission, ODLC conducts:
Identity verification
Document authenticity screening
Educational eligibility assessment
Compliance check under ODLC policies
Application Rejection
Applications may be rejected on the following grounds:
Forged or tampered documents
False information
Non-compliance with ODLC standards
Incomplete or invalid submission
Rejection does not entitle the student to a refund.
Validity, Re-Submission & Reapplication
The Processing Fee applies to one application only.
If a student reapplies or changes programme, a new Processing Fee must be paid.
Fee cannot be transferred to another person or carried forward to another cycle.
International Student Compliance
International applicants must:
1. Pay in USD or equivalent through approved gateways.
2. Upload a valid passport and required supporting documents.
3. Undergo international verification checks as per ODLC policy.
ODLC may request additional documents depending on the applicant’s country regulations.
Payment Terms
1. Payments must be made only through ODLC-authorised digital gateways.
2. Cash and unofficial transfers are not accepted.
3. A digital receipt is generated automatically upon successful payment.
4. The receipt confirms payment only, not admission approval.
Legal Jurisdiction

Declaration
By paying the Processing Fee, the applicant confirms that:
They fully understand that the fee is non-refundable and non-adjustable.
Payment does not guarantee admission or approval.
All submitted details are true and correct.
They agree to comply with all ODLC rules, regulations, and academic policies.
