Statutory Academic Authority of ODLC
The Academic Council of the Open and Distance Learning Council (ODLC) is constituted as the apex academic body under the provisions of its registered Rules and Regulations. It is vested with the statutory authority to regulate, oversee, and advise on all matters pertaining to the academic governance of the Council.
Statutory Functions and Powers
- Academic Policy Formulation: To frame and revise academic policies, guidelines, and regulations governing all courses, programs, and delivery mechanisms across open, distance, and online learning modes.
- Curriculum Approval and Monitoring: To approve syllabi, course structures, and credit systems in accordance with national competency-based frameworks and equivalency norms.
- Assessment & Certification Standards: To establish and standardize examination regulations, evaluation methodologies, grading systems, and certification criteria for all programs conducted under ODLC.
- Recognition and Equivalency: To initiate and supervise processes for alignment, recognition, and equivalency of qualifications with COBSE, AIU, UGC, NCVET, NIOS, NCERT, SCERTs, and other statutory bodies.
- Quality Assurance and Academic Audit: To ensure compliance with prescribed quality benchmarks and conduct periodic academic audits of affiliated institutions and constituent units.
- Research and Innovation: To promote academic research, innovation in digital pedagogy, and adoption of technology-enabled learning platforms (including LMS and blended learning models).
- Faculty Development and Training: To organize orientation programs, refresher courses, and capacity-building initiatives for academic and administrative personnel.
Composition of the Council:
The Academic Council is chaired by the President of ODLC and comprises:
- Distinguished academicians and subject matter experts
- Nominees from regulatory and affiliating bodies
- Senior academic and administrative officers of ODLC
- Representatives from affiliated institutions
The Academic Council functions in accordance with the Memorandum of Association and Rules of ODLC, as registered under the Societies Registration Act XXI of 1860 (Govt. of NCT of Delhi), and operates under statutory committees constituted by resolution of the Governing Council.
Objective:To uphold academic integrity, ensure regulatory compliance, and provide strategic academic direction for ODLC’s educational initiatives, thereby contributing to national development goals through inclusive and quality-assured open learning systems.
