The Open and Distance Learning Council (ODLC) is a legally registered educational institution, established in 2013 under the Government of NCT of Delhi, India. ODLC functions with the objective of expanding access to academic education, vocational skills, and competency-based learning through open, distance, blended, and technology-enabled learning systems.
ODLC operates as an autonomous education and skill certification institution, committed to transparency, academic integrity, learner accessibility, and digital governance, while following nationally accepted education principles and internationally recognised open learning practices.
Legal Status & Institutional Standing
ODLC operates in accordance with its registered Memorandum of Association and Rules & Regulations and is administered through structured institutional governance mechanisms.
ODLC is an autonomous institution and is not a statutory university, government board, or regulatory authority. The acceptance of ODLC qualifications for admission, employment, recruitment, licensing, or equivalency depends on the policies and requirements of the concerned university, employer, government department, or evaluating authority.
