Institutional Authorization

ODLC's institutional authorization, scope, verification and compliance framework.

Open and Distance Learning Council

1. Institutional Authorization

The Open and Distance Learning Council (ODLC) operates as a legally registered educational society under the Societies Registration Act, XXI of 1860, Government of NCT of Delhi.

ODLC functions through an established institutional governance and academic framework for the administration of its educational, skill-development, certification, learner-support, and institutional activities. ODLC

2. Legal and Institutional Framework

ODLC’s institutional functioning is governed by its registered Memorandum of Association and Rules & Regulations.

These documents provide the framework for the Council’s governance, administration, academic operations, institutional responsibilities, and statutory committees. ODLC

3. Institutional Governance

ODLC operates through a defined governance structure designed to support institutional accountability and oversight.

The structure includes:

  • Governing Council
  • President
  • Secretary
  • Treasurer
  • Directors and Department Heads
  • Academic Council
  • Finance Committee
  • Examination Committee
  • Grievance Redressal Committee
  • Affiliation and Accreditation Committee
  • Internal Quality Assurance Cell (IQAC)

The Governing Council serves as the apex decision-making body and has responsibilities relating to institutional policy, strategic planning, institutional development, collaborations, and recognition-related decisions within ODLC’s framework. ODLC

4. Academic Authorization

The Academic Council functions as the principal academic body of ODLC under its registered Rules and Regulations.

Its responsibilities include:

  • Formulation and revision of academic policies
  • Curriculum and programme oversight
  • Assessment and examination standards
  • Evaluation and grading frameworks
  • Certification criteria
  • Academic quality assurance
  • Research and innovation
  • Faculty development
  • Academic recognition and equivalency initiatives

The Academic Council operates under the institutional framework established through ODLC’s registered documents and resolutions of the Governing Council. ODLC

5. Programmes and Educational Activities

ODLC provides academic and skill-based learning pathways through open, distance, online, blended, and technology-enabled learning systems.

The current ODLC website lists educational pathways including:

  • Secondary Level – Class X
  • Senior Secondary Level – Class XII
  • Early Childhood Care & Education (ECCE)
  • Skill & Vocational Education
  • Paramedical programmes

Programme eligibility, academic requirements, assessment procedures, certification, and other applicable conditions are subject to the relevant ODLC programme policies and requirements. ODLC

6. Institutional Authorization of Learning Centres

ODLC’s institutional framework includes Accredited Learning Centres (ALCs) and coordination offices that support learner facilitation and academic activities.

The official website describes an ALC as an authorised academic facilitation unit operating under ODLC’s governance framework. ALC approval is subject to verification and approval and operates under ODLC’s applicable academic policies. ODLC

Learning centres and institutional partners are therefore expected to operate only within the scope of authorization granted by ODLC.

7. Regional and National Coordination

ODLC’s institutional network also includes Regional Coordination Offices (RCOs) and National Coordination Offices (NCOs).

RCOs support regional academic and administrative coordination, while NCOs may provide national or country-level coordination in accordance with ODLC’s governing approvals and applicable requirements. ODLC

Such offices do not automatically acquire independent authority to make institutional commitments, approve programmes, or represent ODLC beyond the scope formally authorised by the Council.

8. Institutional Collaborations and MoUs

ODLC may enter into institutional collaborations and Memoranda of Understanding with eligible institutions and organisations.

The official ODLC MoU template identifies ODLC as a registered educational society and establishes an institutional framework for collaboration with approved institutions for academic, skill-based, study, support, and training activities. ODLC

All such collaborations remain subject to applicable ODLC policies, institutional approvals, defined responsibilities, and the terms of the relevant agreement.

9. Scope of Institutional Authorization

Institutional authorization granted by ODLC may relate to specific activities, programmes, geographical areas, learner-support functions, academic facilitation, training, coordination, or other approved institutional responsibilities.

Authorization should not be interpreted as an unrestricted right to:

  • Represent ODLC beyond the approved scope
  • Create unauthorised programmes
  • Issue unauthorised certificates
  • Modify ODLC academic requirements
  • Make independent recognition claims
  • Sub-franchise or transfer institutional authorization
  • Make commitments on behalf of ODLC without approval

The official ODLC application information specifically states that RCO and ALC structures operate subject to ODLC verification and approval, with defined responsibilities and restrictions. ODLC

10. Verification of Institutional Authorization

Students, applicants, institutions, and other stakeholders are encouraged to verify the authorization status of any centre, office, institution, or representative before relying on claims made in the name of ODLC.

Where applicable, verification should include:

  • Institution or centre name
  • Authorization / approval details
  • Centre or institutional identification
  • Approved programme or activity
  • Validity or applicable period
  • Scope of authorization
  • Official ODLC confirmation, where required

Only information confirmed through official ODLC channels should be treated as an official institutional authorization.

11. Recognition and Regulatory Position

Institutional authorization by ODLC should not automatically be interpreted as recognition by another university, government department, regulatory authority, professional body, employer, or examination authority.

Acceptance of qualifications or institutional activities may depend upon the requirements of the relevant receiving or competent authority.

The current ODLC website itself states that acceptance of ODLC certifications for government employment or higher education depends on the policies of the respective department, university, or recruitment body. ODLC

12. Institutional Compliance

ODLC’s governance framework includes mechanisms for academic oversight, financial management, examination administration, grievance redressal, affiliation and accreditation, and quality assurance.

These structures are intended to support transparency, accountability, and compliance across the Council’s academic and operational activities. ODLC

13. Unauthorised Representation

No individual, centre, institution, agent, representative, or third party may make unauthorised claims regarding ODLC’s institutional status, recognition, affiliation, certification, government authority, or regulatory powers.

Any representation made beyond the scope of formally granted authorization shall not be treated as an official ODLC representation.

14. Institutional Documents and Evidence

Where institutional authorization, collaboration, or approval is formally granted, the applicable supporting documentation may include:

  • Authorization letters
  • Approval documents
  • Memoranda of Understanding
  • Institutional agreements
  • Centre approval documentation
  • Official notifications
  • Other documents issued or approved by ODLC

The applicable authorization document shall determine the specific rights, responsibilities, scope, and conditions associated with the authorization.

15. Updates to Institutional Authorization

ODLC may revise its institutional structures, authorization procedures, academic policies, programme frameworks, and collaboration requirements from time to time.

The latest version of this Institutional Authorization page published on the official ODLC website shall prevail and apply.
