Open and Distance Learning Council

1. Overview

The Open and Distance Learning Council (ODLC) is committed to maintaining a transparent and clearly defined fee framework for its learners, applicants and institutional stakeholders.

This Refund Policy sets out the terms applicable to fees and payments made for ODLC programmes, academic services and related institutional processes.

2. Non-Refundable Fees

Unless specifically stated otherwise in writing by ODLC, fees once paid are non-refundable, non-transferable and non-adjustable.

This policy applies to applicable fees paid towards:

  • Programme registration
  • Programme or course fees
  • Examination fees
  • Practical or assessment fees
  • Academic and administrative services
  • Other applicable institutional charges

ODLC’s published fee policy specifically states that fees are non-refundable, non-transferable and non-adjustable, including in cases of withdrawal, cancellation, transfer of admission or programme change. odlc.ac.in

3. Withdrawal or Cancellation

If a learner voluntarily withdraws an application, enrolment or programme after making payment, the amount paid will not ordinarily be refunded.

Similarly, cancellation of admission or discontinuation of a programme does not create an automatic entitlement to a refund. odlc.ac.in

4. Transfer of Admission or Programme Change

Fees paid for one programme, admission or academic session cannot ordinarily be transferred to another learner, programme or admission category.

A change of programme or transfer of admission does not automatically make the previously paid amount refundable or adjustable. odlc.ac.in

5. Processing Fees

Where a specific processing fee is applicable, it is treated separately from programme or academic fees.

ODLC’s Centre Processing Fee Policy states that the applicable processing fee is mandatory and non-refundable, including in cases of rejection, withdrawal or non-compliance. A fresh processing fee may also be required for reapplication or a change of category. odlc.ac.in

6. Payment Through Official Channels

All payments should be made only through ODLC’s officially designated payment channels.

Applicants and learners are advised to retain the official payment receipt or transaction confirmation for their records. ODLC’s published fee policy states that payments must be made through officially designated channels. odlc.ac.in

7. Incorrect or Unauthorised Payments

Payments made to unauthorised individuals, unofficial accounts or channels not designated by ODLC may not qualify for refund or adjustment.

Applicants should verify the payment details before completing any transaction.

8. Duplicate or Incorrect Transactions

If a technical issue results in a duplicate payment or an amount being debited incorrectly, the learner should contact ODLC through the official support channel with:

  • Full name
  • Application or enrolment number
  • Registered email address
  • Transaction reference number
  • Date and amount of payment
  • Payment receipt or transaction proof
  • Description of the issue

Any such request will be reviewed based on the transaction records and applicable ODLC policies.

9. Exceptional Circumstances

Any exception to this policy must be specifically authorised by ODLC in writing.

No verbal assurance, third-party representation or unofficial communication shall be treated as an approval for a refund or fee adjustment.

10. Fee Revisions

ODLC may revise, modify or withdraw fee components in accordance with its institutional policies and applicable requirements. The fee structure published on the official website should be referred to for the applicable charges. odlc.ac.in

11. Final Decision

Refund or payment-related requests, where applicable, will be reviewed according to the relevant ODLC fee structure, institutional policies and transaction records.

The decision of the competent authority of ODLC shall be communicated through the official channel.

12. Contact for Payment-Related Queries

For payment, fee or refund-related queries, please contact ODLC through its official support channels.
